City summer target Harry Kane scored twice in the thriller, including a 95th minute winner just moments after Riyad Mahrez levelled from the spot.
It means Liverpool can move just three points behind City should they win their game in hand.
The Reds kept up the pressure by coming from behind to beat Norwich 3-1.

Everton slumped to a 2-0 defeat at Southampton, while Burnley beat Brighton 3-0.
Watford gave their survival hopes a boost with a 1-0 win at Aston Villa, while West Ham and Newcastle played out a 1-1 draw.
Meanwhile, former Oxford United and West Ham winger Joey Beauchamp has sadly passed away aged 50.
The cause of death remains unknown for the ex-flanker but a host of tributes have poured in after the sad news was announced.
Oxford United confirmed the news on Twitter, saying: “We are deeply saddened to learn of the death of a true Oxford United great. Rest in peace, Joey Beauchamp.”
